Leeds is set to progress several significant regeneration projects this year, aiming to boost the local economy and create new jobs. Following the launch of an ambitious Economic Vision at the end of 2025, which outlined plans to generate £20 billion in economic growth and 100,000 new jobs, the city council is now focusing on delivering these initiatives.

A report detailing updates on nationally important programmes will be presented to Leeds City Council’s Executive Board. The council is recommending endorsement of the proposed approaches to support project delivery. Central to these efforts is the establishment of a Mayoral Development Zone (MDZ), a partnership between Leeds City Council, West Yorkshire Combined Authority, and Homes England. This collaboration aims to oversee transformational regeneration areas, including the proposed New Town in South Bank Leeds.
Major schemes include:
- Leeds City Fund: Announced in the Autumn Budget, this scheme will allow Leeds to retain 100% of business rates growth for 25 years within a designated area of the South Bank. This fund is intended to unlock and accelerate infrastructure development in the city centre. Government approval is expected in spring 2026.
- Royal Armouries Tiltyard: A pilot project under the City Fund, this upgrade will enhance cultural and conferencing facilities. It is projected to generate over £700 million in gross value added (GVA) over its lifetime, support more than 400 jobs, and attract an additional 300,000 visitors annually.
- Elland Road Development: A refreshed planning statement highlights one of the country’s most significant development opportunities. The project could deliver around 2,000 new homes, alongside leisure, education, public realm, and commercial facilities. Planning approval for increased stadium capacity has been granted, with collaboration ongoing with the Lowy Family Group, experienced property developers known for major regeneration schemes worldwide.
- Proposed New Town in South Bank Leeds: As part of the national New Town Programme, South Bank Leeds is shortlisted among 12 locations aiming to deliver at least 300,000 new homes nationally. This programme is a government priority and flagship initiative.
- Temple Works Regeneration: Working with Homes England, Leeds is preparing to unlock regeneration around the Grade I listed Temple Works. The project could enable the delivery of over 3,000 homes, more than 100,000 sq ft of commercial space, and potentially a new British Library North facility.
Statements from local leaders
Councillor Jonathan Pryor, Leeds City Council’s deputy leader and executive member for economy, transport and sustainable development, said the city has a “major series of growth opportunities” forming one of the most ambitious transformation pipelines in the UK. He emphasised that 2026 is the year to shift from vision to delivery, supported by strong partnerships and local ambition.
West Yorkshire Mayor Tracy Brabin highlighted the potential of the Mayoral Development Zone to accelerate homes, jobs, and infrastructure development. She described it as a “once in a generation opportunity” to deliver a landmark new town and strengthen West Yorkshire’s role in the national growth agenda.

- Under the Leeds City Fund, the council will retain 100% of the uplift in business rates generated within the designated South Bank area, compared to the usual 50%. This retained income can be used to borrow funds for further investment to support growth.
