A new affordable housing development has been completed in Armley, Leeds, delivering 50 homes on land previously occupied by the Tower Works factory off Moorfield Road. The scheme, named St Andrews Grange, offers a mix of houses and apartments intended for affordable or social rent.

Partnership and Funding
The project was delivered by Yorkshire Housing in partnership with contractors Termrim Construction. Funding support was provided by Leeds City Council and Homes England. Leeds City Council committed £750,000 from a pooled financial contributions fund, which gathers payments from developers under planning agreements to support affordable housing delivery.
Local Authority and Housing Association Comments
Leeds City Council’s executive member for housing, Councillor Mary Harland, highlighted the positive impact of good-quality affordable housing on communities and confirmed that all initial tenancies were offered to people on the council’s housing register. She also noted the importance of partnership working in delivering such developments.
Yorkshire Housing’s executive director of growth and assets, Sian Webster, stated that the development has brought new life to a previously vacant site and emphasised the organisation’s wider plan to build 8,000 new homes over the coming years.
Jason McGarvey, managing director of Termrim Construction, expressed pride in the team’s work and the successful integration of the development into the Armley community.
