Leeds Council to Review Social Housing Inspection Report

Senior councillors in Leeds are set to review a report on social rented housing following an inspection by the Regulator of Social Housing. The report will be discussed at the council’s executive board meeting on Wednesday 22 July at the Civic Hall.
Inspection outcomes and council response
The inspection, published in March 2026, assessed the council’s housing landlord functions and awarded Leeds a C2 rating, the second-highest available. The report highlighted areas of strength and good practice, alongside some weaknesses that require attention.
Among the issues identified were outdated information on the condition of some council homes and overdue electrical safety inspections. These concerns had already been recognised by the council, which has been taking steps to address them.
Progress on housing condition surveys
At the time of the inspection, approximately 58% of council homes had undergone a full stock condition survey within the previous five years. This relatively low figure was partly due to the previous focus on surveys targeting specific property elements rather than comprehensive whole-home assessments, as well as a pause in surveying during 2020 and 2021 because of the Covid-19 pandemic.
By April 2026, the council had increased this figure to around 67%, with plans to accelerate the programme further. Leeds City Council aims for approximately 95% of its housing stock to have received a full condition survey by the end of 2027.
Ongoing monitoring and future plans
- Quarterly meetings with the Regulator of Social Housing will be held to monitor progress.
- The council intends to seek a re-grading assessment early next year.
Councillor comments
Councillor Asghar Khan, Leeds City Council executive member for housing and hubs, said the council manages 52,500 homes and is committed to maintaining high standards of management and maintenance. He acknowledged the positive aspects highlighted in the inspection report and expressed hope that the council would soon achieve the highest inspection rating.
