Consultation Opens on West Yorkshire Mass Transit Development Plan

Public invited to review draft Spatial Development Framework

Residents, businesses and developers across West Yorkshire are being asked to provide feedback on a key planning document that will guide the region’s proposed Mass Transit system. The consultation focuses on the draft Spatial Development Framework (SDF), which aims to coordinate land use, growth, regeneration and transport decisions across the five local authorities in West Yorkshire.

Background to the Spatial Development Framework

Earlier in 2026, West Yorkshire’s local authorities launched a consultation on the overarching plan for the Mass Transit programme. Responses from that initial consultation have informed the current draft of the SDF. The document is designed to support the delivery of both current and future phases of the Mass Transit system by ensuring a coordinated approach to development across local boundaries.

The current consultation seeks views on whether the draft SDF is legally compliant and sound, ahead of its submission for independent examination. It does not cover specific details such as route alignments, depot locations or park and ride sites.

Statements from Local Leaders

Councillor James Lewis, leader of Leeds City Council, emphasised the importance of the Mass Transit system for the region’s future. He highlighted the need for collaboration between local authorities, businesses, stakeholders and communities to successfully deliver the scheme. Councillor Lewis encouraged widespread participation in the consultation to assess the soundness of the draft SDF.

Tracy Brabin, Mayor of West Yorkshire, underlined the significance of this stage in demonstrating joint working across the region’s councils. She called on the public, businesses and developers to consider whether the framework’s plans are reliable and sound. Mayor Brabin described Mass Transit as a once-in-a-generation opportunity to improve public transport connectivity in West Yorkshire.
