Leeds City Council set to consider updated planning guidance

Leeds City Council is preparing to review a new planning statement that outlines the future development of approximately 30 acres surrounding Leeds United’s Elland Road stadium. The proposal aims to guide potential regeneration in the area, which could have significant economic and community impacts.

Updated planning statement to be discussed

The council’s executive board will be presented with the final draft of the Elland Road planning statement, which provides design and planning principles for landowners and developers. This marks the first update to the planning guidance since 2007 and follows a public consultation held last summer. Feedback from local residents and stakeholders has influenced revisions, including clearer details on managing matchday activities alongside regeneration and addressing transport impacts.

Key elements of the proposed development

The planning statement highlights a range of possible uses for the land around the stadium, subject to future planning applications and consultations. These potential uses include:

  • A new community sports arena
  • Hotel accommodation
  • Workspaces
  • Educational facilities related to sport, health, and wellbeing

Additionally, the statement addresses the future relocation of the current interim park and ride facility and suggests that multi-storey car parks could be permitted, depending on demand. Any changes to parking will be phased to minimise disruption to the local highway network and neighbouring communities, particularly on matchdays.

Transport and connectivity improvements

The proposals also aim to enhance connectivity between Elland Road and the wider city, encouraging active and sustainable travel options. Long-term plans include exploring alternative park and ride locations for South Leeds, as the existing site is expected to be redeveloped in the future.

Context and next steps

Earlier in February 2026, a planning application to expand Elland Road stadium’s capacity to around 53,000 was deferred to the chief planning officer for approval. The new planning statement is intended to complement these stadium plans and support wider regeneration efforts.

Councillor Jonathan Pryor, deputy leader of Leeds City Council and executive member for economy, transport and sustainable development, described the opportunity as one of the most significant development prospects the city has seen in a generation. He emphasised the potential for the area to become a year-round destination while respecting its sporting heritage and existing neighbourhoods.

Any future development proposals will require formal planning applications and will be subject to further public consultation.
