Leeds City Council Invites Views on Local Plan Update

Leeds City Council has launched a new consultation inviting people and businesses to provide feedback on the next stages of the Leeds Local Plan. The Local Plan is a statutory document that sets out how land across the city will be used and developed, guiding decisions on housing, business, and community services up to the year 2043.
Consultation details
The current consultation period runs for six weeks, concluding on 10 August 2026. It focuses on the overall purpose and direction of the updated Local Plan, as well as seeking views on how residents and stakeholders would prefer to be engaged in future stages of the plan’s development.
At this point, the consultation does not cover specific sites for development or detailed policy proposals. Instead, it aims to gather general feedback on the plan’s approach and priorities. Comments from the previous consultation round remain under consideration and continue to influence the plan’s progression.
Next steps in the Local Plan process
- Following this consultation, a further round of engagement is expected in winter 2026/27.
- The subsequent consultation will present potential site allocations and draft policy options, supported by evidence, for public comment.
Context and background
The update to the Leeds Local Plan follows changes to national planning regulations, which have altered the requirements for preparing Local Plans. The council’s executive board approved the progression to this consultation phase on 17 June 2026.

Councillor Peter Carlill, Leeds City Council’s executive member for transport and planning, emphasised the importance of public involvement in shaping the city’s future. He said:
“We want to hear from as many people as possible as we shape the future of Leeds through the Local Plan. This is an important opportunity for residents, businesses and communities to share their views on how we plan for growth and development across the city.
All feedback received so far will continue to help shape the plan, and this further consultation reflects changes to national policy, ensuring we take the right approach as the plan progresses.
By taking part, people can help ensure the Local Plan reflects the needs and priorities of Leeds both now and in the years ahead.”
