Leeds University Students Engage in Policy-Making Forums

Leeds University Union (LUU) has established a formal process known as Better Forums, which allows students to propose and vote on changes affecting the Union, the University of Leeds, and the wider Leeds community. This structured approach to student democracy enables members to influence policies that impact their welfare, representation, and campus life.
Purpose and Structure of Better Forums
Better Forums serve as the official policymaking mechanism within LUU, a registered charity representing Leeds University students. The Union’s objectives include promoting student interests and welfare, providing social and recreational opportunities, and creating spaces for discussion and debate.
Students submit proposals, called “Motions,” which address issues related to the Union, the University, or the city. Each motion must outline the problem, the proposed change, potential benefits, and any impact on underrepresented groups. These ideas are then discussed and voted on by a representative panel of students during the Better Forums.
Types of Forums and Participation
Better Forums are held three times annually—in November, March, and May—and focus on specific areas:
- Better Union: Issues relating to Leeds University Union itself
- Better University: Issues concerning the University of Leeds
- Better Leeds: Matters involving the city and wider community
Each forum includes 20 Student Panellists who vote on the motions, alongside the students who submitted the ideas, a forum facilitator, members of the Democracy & Campaigns Team, student leaders, and Student Executive Officers who provide expertise and support.
Policy Adoption and Impact
Once a motion is approved, it becomes formal policy for three years, guiding the actions of the Student Executive Officers and Union staff. Policies influence the Union’s priorities, resource allocation, and ongoing campaigns. Some policies can be implemented immediately, while others require longer-term efforts.

- Lobbying for misogyny to be recognised as a hate crime (March 2025)

Upcoming Forum Topics
The March 2026 Better Forums will discuss motions including:
- Lockers for Commuter Students: Proposing more accessible storage options to alleviate back and shoulder strain among commuting students.
- Pro-Choice Support: Considering whether the Union should officially support pro-choice students and advocate for reproductive rights and healthcare access.
