Public Consultation Launched for Briggate Action Plan

Leeds City Council has opened a public consultation inviting residents, businesses, and other stakeholders to provide feedback on the proposed Briggate Action Plan. The plan aims to enhance the city centre’s safety, attractiveness, and overall experience for visitors and locals alike.
Background and purpose of the consultation
The consultation follows a city centre perceptions survey conducted in 2024. Based on the survey results, the council has developed a series of proposals intended to improve the environment around Briggate and neighbouring streets. The council emphasises that the consultation is an opportunity for the public to influence the final decisions.
Key proposals under consideration
- Extending pedestrianised hours on Briggate and surrounding streets from the current 10:30–19:00 to 10:00–20:00.
- Implementing 24-hour pedestrianisation of Lower Albion Street, specifically the section between Boar Lane and Commercial Street.
- Introducing restrictions on riding bicycles and e-bikes during pedestrianised hours on Briggate and adjacent streets.
- Limiting street peddling activities on Briggate and nearby streets, particularly close to high-capacity venues and during major city events.

The consultation is open until 23 January 2026. Individuals and organisations interested in contributing their views can do so by visiting the Leeds City Council website at www.leeds.gov.uk/briggateactionplan.
The council has stated that the feedback collected will play a significant role in shaping the final version of the Briggate Action Plan, which aims to create a welcoming, vibrant, and safe city centre environment.
