New charges aim to reduce roadworks disruption during peak times

Three West Yorkshire councils—Leeds, Wakefield and Kirklees—have launched lane rental schemes designed to manage roadworks on their busiest routes more effectively. The schemes, which came into effect on 5 October 2026, impose charges on companies carrying out works during peak periods, with the goal of reducing traffic delays and improving road safety.

Details of the Lane Rental Schemes

The councils will charge utilities companies and other works promoters up to £2,500 per day for operating on key roads during the busiest times of day. These charges also apply to the councils themselves for any works they undertake or commission, emphasising their commitment to minimising disruption on the highway network.

The schemes were developed collaboratively by Leeds, Wakefield and Kirklees councils following approval from the Department for Transport. By introducing a consistent charging structure and shared principles, the councils aim to simplify the application process for organisations and better coordinate works near council boundaries.

Council Response

Councillor Tom Hinchcliffe, Leeds City Council’s executive member for transport and planning, commented on the scheme’s introduction:

“We’re taking action to ease disruption on our roads. It’s vital that we keep the city moving. That’s why we have introduced our lane rental scheme, which encourages more efficient behaviour from those working in our roads. This should minimise disruption for residents during the busiest periods.

Charging companies who carry out works at peak times, when they could be carried out in a less disruptive way, is the right thing to do to help drivers, cyclists and road users get from A to B in a safe and efficient manner.

Working with our neighbours in Kirklees and Wakefield not only ensures fairness and consistency but also shows that we are mindful of having any impact on surrounding communities.”

Exemptions and Further Information

The lane rental charges will not apply to road closures related to certain events, such as the Rob Burrow Marathon and the Leeds Abbey Dash.
